* At 1234 PM PST National Weather Service Doppler radar indicated
an area of heavy rain and embedded thunderstorms moving slowly
across the Willamette Valley and Clark County lowlands. Heavy
rain is expected to continue over the next hour... possibly
longer. A National Weather Service employee has reported that
this rain is already causing localized minor street flooding in
the city of Portland.
A few locations impacted include Battle Ground... Vancouver
downtown... Washougal... Hillsboro... Oregon City and Portland downtown.
Precautionary/preparedness actions...
Additional rainfall amounts of up to 1 inch are possible in
the warned area. This will exacerbate ponding on roadways and
will likely cause localized minor street flooding... especially
in areas with poor drainage due to storm drains being clogged with
Leaf debris.
Excessive runoff from heavy rainfall will cause ponding of water on
highways... streets and underpasses... in urban areas with poor or
overwhelmed drainage... and will also cause elevated levels on small
creeks and streams.
